Citizen Advocates and CWI elect experienced community leaders to deepen collaboration and strengthen governance across the Network
The Daxia Integrated Health Network is strengthening connections across its affiliated organizations with the election of two experienced community leaders to the Citizen Advocates and Community, Work & Independence (CWI) Boards of Directors.
In addition to CWI and Citizen Advocates, the Daxia Integrated Health Network includes St. Joseph’s Addiction Treatment & Recovery Centers, North Country Freedom Homes, Harison Place Housing Development Corporation and Fieldstone Foundation. Citizen Advocates is the parent organization of the Network.
“Strong organizations need strong boards, and one of the advantages of being part of a Network is the opportunity to unite good people and good ideas across those organizations,” said James Button, President & CEO of Citizen Advocates and the Daxia Integrated Health Network.
Citizen Advocates’ Board of Directors unanimously elected CWI Board Chair Mark Hasselwander to a seat on its board, further strengthening the connection between the two organizations following the completion of CWI’s affiliation with Citizen Advocates.
Dallas Sutton was unanimously elected to the CWI Board of Directors. Mr. Sutton also serves on the Citizen Advocates and St. Joseph’s Addiction Treatment & Recovery Centers Boards of Directors and serves as Treasurer for both organizations.

Mr. Hasselwander is a seasoned healthcare leader with deep experience advancing access and high-quality care for community-based organizations. He currently serves as Regional Practice Leader at Hudson Headwaters Health Network, where he oversees multi-site operations and supports the integration of clinical and administrative services across rural Adirondack communities.
“This affiliation has always been about creating greater opportunity while preserving CWI’s identity and commitment to the people we support,” Mr. Hasselwander said. “I am honored to serve on the Citizen Advocates Board and look forward to helping strengthen a Network that allows independent organizations to accomplish more together than any one of us could alone.”
About Dallas Sutton
Mr. Sutton is an experienced banking executive with extensive expertise in financial leadership, business development and nonprofit governance. He currently serves as Vice President and Business Banking Regional Manager at NBT Bank, where he oversees teams and business banking operations across Central New York, Greater Rochester and the North Country. As Chair of the Network’s Finance & Audit Committee, Mr. Sutton has helped guide the organization’s continued growth and regional expansion while strengthening financial oversight and governance across the Daxia Integrated Health Network.

The Daxia Integrated Health Network’s Boards of Directors include community volunteers from a wide range of professional backgrounds who provide governance, strategic oversight and fiscal stewardship across the Network.
